The Senior Project Officer will support the implementation of SKILLS TO SUCCEED project in East Java Province - Central Indonesia Area (CIA). The Post holder will ensure quality and timely project implementation in line with the overall planning framework, and in compliance with Save the Children and donor policies and procedures. In close collaboration with Adolescent Skills for Successful Transition (ASST)  Senior Program Manager (PM), the post holder will responsible to succeed S2S project implementation in East Java Province - Central Indonesia Area as planned and met as scheduled and up to the expected standards and quality benchmarks. He/She will responsible to maintain the relationship of education stakeholders with individuals, institutions, civil society, youth and communities in mutual respect and focused to the best interests of children. He/she will contribute quality and timely implementation of activities line with the overall planning framework, and in compliance with Save the Children and donor policies and procedures.


Reports to: ASST Sr. Program Manager – Skills to Succeed

Dimensions :The project will be implemented in Central Indonesia Area of Save the Children works in 12 districts with a current staff complement of approximately 85 staff and current expenditure of approximately 2.5 million USD each year.

Actively involved in developing and implementing high quality programs:

·         Supervised by the ASST Senior Program Manager, contribute on delivering high quality programming of S2S project in line with the objectives of the country strategy and Central Indonesia Area strategy through liaising and support NGO partner and secondary vocational school /SMK partner for implementation of Skills to Succeed activities on employability skills training (softs kills training, financial literacy, job counselling  and entrepreneurships training)  for out of school out and in school youth  ; and supervise activities and work closely with NGO partner and secondary vocational school/SMK partner on the assessment of local employment opportunities.

·         Responsibility on lead coordination with key local government officials (education, man power, Bappeda and social welfare offices) and other key stakeholders (Employer, schools, teacher organization, CBOs) to maximize their participation in the delivery of project activities, and advocate for sustainability and scale up of Save the Children good practices.

·         Supervised by ASST Senior Program Manager, on development annual Detail Implementation Plan (DIP), and budget holding responsibility for assignment activities in East Java Province

·         Ensure safe environment for children when implement project activities under her/his responsibilities in ways responsive to the communities, and children in line with Save the Children principles, values and strategic plan and following Save the Children compliance procedures.

·         Collaborate with ASST Specialist on ensure quality of eLearning, blended learning and classroom learning in East Java Province as per Learning Pathways. 

·         Collaboration with MEAL senior specialist to support implementation of assessments and researches in East Java Province, in line with the project and assessment/research plans (e.g. market labour assessment, baseline-end line, Employability Assessment Tool (EAT, ) youth analysis assessment etc.) 

·         Deliver necessary support to designing cost effective, innovative and high quality programs to serve most deprived children, in close collaboration with Adolescent skills for successful transition (ASST) Specialist particularly for establishment model of employability skills training,   eLearning, blended learning and classroom learning in East Java Province as per Learning Pathways.

·         Develop and maintain key relationships with external stakeholders: employers, business associations, local education providers, and government stakeholders  

·         Provide input to ensure timeliness and quality of donor reports of S2S project

·         Identify and promptly communicate to the ASST Senior Program Manager problems in implementation.

·         Lead on develop and maintain communication strategy for financial literacy and Doo-It application marketing and implementation in school partner and  peer in Skills to Succeed area and meet with donor requirement.      

·         Contribute on ensuring information exchange with key local government officials (Man Power, education, and Bappeda offices) and other key stakeholders (employee, private, schools, CBOs) to maximize their participation in the delivery of project activities, and advocate for sustainability and scale up of Save the Children good practices.

·         Develop and maintain key relationships with external stakeholders: employers, business associations, local education providers, and government stakeholders  


Financial Management:

·         Provide input monthly projection as per agreed Individual Work Plan (IWP) contributing the achievement of actual versus forecast (within 3% variance)

·         Ensure effective and efficient use of resources in line with Save the Children policies and procedures and donor requirements.

·         Ensure the application of appropriate and accurate expenditures and administration requirement of cash advance of staff under her/his responsibility.

·         Coordinate with the finance unit to produce accurate and timely cash return and financial reports.


Humanitarian Response Management:

·         Participate the Indonesia Emergency Response Team and respond on emergencies in Central Indonesia Area in line with global SCI emergency policies.


Brand and Reputation:

·         Contribute to ensuring all staff are aware and are actively involved in building and maintaining the brand in all project field sites and with all project external stakeholders including partners


Facilitating Transformational Change: 

·         Promote culture of high performance through implementing necessary processes to measure performance against key indicators at field office level.


Growth, Impact and Development:

·         Contribute to the implementation and integration of quality humanitarian and development programmes, including allocation of resources and ensuring that appropriate controls are maintained at all levels..

·         Contribute for the real shared ownership and collaboration among SCI staff, partners and other stakeholders at area office level.


Communication and Representation:

·         In coordination with AM and PM, represent Save the Children  with the Government, Donors and Members in Central Indonesia Area for the vocational partnership scope of work

·         Maintain clear and effective communications with other project teams at area office

·         Contribute to maintaining relationships with host government authorities, donors and partner agencies, the UN system, and local and international NGOs including other members of Save the Children for the vocational partnership

·         Support initiatives to build and maintain a high performing, accountable, motivated team, leading and engaging partners while also attracting new talent to the organisation.


Staff Management, Mentorship, and Development – Program Implementation:

·         Manage vocational school partners; define expectations, provide leadership and technical support as needed, and evaluate them regularly

·         Actively participate in internal weekly/monthly project meeting, thematic program meeting, area coordination meeting and general staff meeting

·         Support documentation of partner performance (if any) that is less than satisfactory, with appropriate performance improvements/ work plans.

Minimum Bachelor’s  degree in Education, Community Development, Management, Social Work, Social/culture study or relevant studies.




·         Minimum of 3 years-experience as Project Officer and minimum 2 years-experience on supervisory role in a reputed national or international organization.

·         Proven knowledge and experience on youth economic and education program, as well as child protection in general, and its current condition in Indonesia.

·         Solid project management skills with a proven history of delivering results (planning, design, implementation, monitoring and evaluation).

·         Proven skills on community development, social mobilization and effective facilitation skills.

·         Experience working closely with province, district and village levels.

·         Experience working in achieving targets through partnership with contracted third parties.

·         Previous experience on managing and developing  a team and the ability to lead, motivate and develop others.

·         Good interpersonal and communication skills.

·         Demonstrated ability to write high quality reports and other project documents in Indonesian.

·         Flexible and organized approach to handling a varying workload



·         Have basic skills on financial management and administration.

·         Understanding of Yayasan Sayangi Tunas Cilik’s (Save the Children) aims, value and principles including right-based approaches.

·         Knowledge on local culture, updated issue related to project and ability to speak local language will be an asset. 

·         Have experiences work in East Java Province for relevant project is preferable
