The role holder will provide appropriate, timely and professional human resources management service to make sure that recruitment process done properly in line with prevailing procedure and provide effective way to recruit employee with right skill in the right time and ensure all the employee working for SC have relevant and valid contractual documents. S/he will support the HR Operations Manager in updating recruitment policy and procedures, in line with the global guideline, country law and workforce market requirement.   S/he will also be responsible for the continuous improvement of HR processes and systems in partnership with centre colleagues. The position holder will work with the managers to support socialisation of HR policy. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal job description and be able to vary working hours accordingly.

The Recruitment Specialist is expected to work in close cooperation with HR Operations Team, HR Area Coordinators and managers in all offices.


Save the Children works in 12 provinces with a current staff complement of approximately 600 staff and current expenditure of approximately 12 (twelve) million USD each year.



Staff Recruitment:

  • To provide effective support at all stages of the recruitment process for both domestic and international staff
  • Post available roles on the Taleo System, organisation’s websites, internal emails, internet and other appropriate channels
  • Preparing applicant tracking and work with hiring manager to prepare short listing of candidates
  • Facilitate and lead interview sessions
  • Work closely with HR Operations Manager in offering process to ensure parity within the organisation and conduct offering process with issuing the conditional offer letters
  • To ensure all the recruitment process is followed properly in timely manner, including the vetting check, reference check and any other pre-conditions required based on the set standard and is compliance with the Save the Children’s policy & procedure
  • Follow up processes for successful and unsuccessful candidates
  • Ensure that all documentation related to recruitment is well filed in softcopy and/or hardcopy.
  • Ensure that recruitment process is aligned with Safer Recruitment Policy
  • Update & maintain Recruitment Tracker


Non Staff and Individual Consultant management:

  • Provide support & guidance required to the hiring managers for non-staff recruitment, including volunteer and intern
  • Lead the recruitment process for individual consultants for both domestic and overseas
  • Clarify roles and responsibility of consultants in the contract formulation, drafting and negotiation including rates, terms of payment, benefits, completeness relevant paperwork, etc. to ensure compliance with Save the Children’s policy and procedure. This involves direct communication with relevant departments, users and consultants
  • To ensure all the recruitment process is followed properly in timely manner, including the vetting check, reference check and any other pre-conditions required for non-staff based on the set standard and is compliance with the Save The Children’s policy & procedure
  • Ensure the consultants payment are tracked and paid in timely manner with appropriate approval from Hiring Managers
  • Ensure consultants’ withholding taxes are administered and reported to tax office based on the tax paperwork from the payroll service provider
  • Ensure that a relationship with third party (consultant etc.) is maintained and assure that all agreements with them are in line with prevailing Save The Children’s regulation
  • Ensure consultant management system and database is developed, maintained, updated and reported in timely manner
  • Assist in the resolution of conflicts/claims within the terms and conditions of the contract in case of poor performance or non-compliance with contractual obligations
  • Update & maintain Individual Consultant database


Support to Area/Field Offices on Recruitment matter:

  • Ensure Field Offices are connected and equipped with adequate systems and procedures for getting recruitment and consultancy-related support as needed
  • Work closely with the Area Office HR Coordinators and ensure quality and proper documentation of the field-level recruitments
  • Provide technical support to the Area Office HR Coordinators, in terms of sharing tool techniques and standard process and good practices in Recruitment


Contribute to Strengthen Child Safeguarding

  • Ensure the implementation of Safer Recruitment as per Global Guideline
  • Contribute to develop a strong Child Safeguarding system is in place within the organization, in terms of awareness building, reporting, prevention and responding 
  • Work closely with Safeguarding Specialist to ensure that all new hires, daily workers, consultants and individual partners, are adequately oriented on Child Safeguarding Policy (CSP).



  • Will support induction activities of all new hires to the organization to ensure that new hires complete induction process
  • When required, facilitates HR sessions in the kick off or orientation program
  • When required, as directed by HR Operations Manager, represent HR in internal or external meeting, not limited to Recruitment matter
  • Other duties as assigned by Supervisor
  • Support Recruitment and deployed to the field if needed in case Humanitarian Response

  • Bachelor’s degree in Psychology, HR management or relevant field required
  • Minimum 5 years of experience working in Recruitment management or HR, with a reputed national or international organization
  • Ideally, 3 years’ relevant experience gained with international donor or NGO strongly preferred
  • First rate organisational skills with a strong eye for detail and the ability to prioritise effectively whilst working to tight deadlines
  • Strong understanding of the recruitment lifecycle
  • Ability and confidence to communicate appropriately with people of all levels, both internally and externally
  • Good verbal/written communication skills and a clear understanding and awareness of HR protocol
  • Flexible and organised approach to handling a varying workload
  • Knowledge in general HR management and experience in HR information system
  • Understands the importance of confidentiality
  • High initiative and proactive approach
  • Resilience to work under pressure and heavy workloads
